Process Analyst / Programmer:
Analyzed
existing AIS logistics processes and data for conversion to MAXIMO 5.1 and
designed the new process flow. Mapped
existing data to MAXIMO data tables.
Designed and coded forty-three MAXIMO JSP screen customizations. Developed over fifty custom reports with
associated request pages using Actuate e.Report Designer. Developed extensive conversion
documentation. Delivered on-site MAXIMO
training classes at two remote Air Force bases, one at Antigua Air Station and
the other at Ascension Auxiliary Air Station.

Software is a small business specializing in software consulting. The owners have over 50 years of combined
experience in software development and software project management.
Our experience
includes Payroll and Accounting systems, Inventory Management systems,
Purchasing systems, Decision Support Systems, and other independent specialty
programs. We provide support and services in private, commercial, and
government sectors of business.
We have extensive
experience in converting and integrating legacy systems with COTS packages,
such as Deltek's Cost Point and MRO's MAXIMO. We have a wide range of
experience developing, supporting, and integrating government systems.
Our expertise extends
to all Microsoft Windows-based operating systems, VAX VMS, and DOS. Database
knowledge includes SQL Server, Oracle, MS Access, and dBase. Programming languages
include Visual Basic, SQL, PL/SQL, SQR, JSP,
HTML, ColdFusion, Basic, Clipper, and COBOL.
Turner Software was
established in the Spring of 2000 and is headquartered in Cocoa, Florida. Our

- Independent Consultant - September
2000 to Oct 2001
Project Lead: Assumed Project Lead of HazMat conversion project when
schedule fell critically behind and project was in jeopardy of failure. Designed and created all of the HazMat
screens in MAXIMO 4.1 using the Custom Application Object Nationalizer. Coordinated and helped in effort to apply
business rules to screens and triggers using SQL. With extremely limited resources, brought project in on-time for
award-fee determination.
Project Lead: Managed the Materials Management
integration effort for converting the processes and data from NASA’s KIMS
Inventory system to MAXIMO 4.1.
Coordinated process and data re-engineering with Purchasing and
Inventory user community. Began work on
project as programmer/analyst , converting KIMS data using SQR and Oracle
SQL. Assumed Project Lead when position
became available. Proactively provided
solutions to related challenges for the prime contractor and suggested methods
for increasing efficiency and reducing manual effort.
Federal Data Corporation
- October 1998 to July 2000
Web Development: As
part of a two person team, successfully developed and installed a web-based
Employee Time Entry (ETE) system for
use at FDC Pasadena. The system was written in ColdFusion and
HTML and used Microsoft SQL Server as the database engine. ETE was designed to allow custom
configuration for each installation site depending on contract requirements and
to replace paper timesheets with data files for import into FDC Payroll and
Accounting system.
Manager, MIS and
Web Development:
Supervised and coordinated development of all MIS programs for newly created
J-BOSC contract at Kennedy Space Center
which combined the reporting requirements of NASA and the Air
Force. Appointed MIS Architect for
J-BOSC Repository by prime contractor.
Coordinated efforts of a development team composed of FDC and other
subcontractor employees. As a member of
a joint customer/contractor team, received the Silver Dollar Quality Award
for customer process improvement.
Coordinated efforts of the web development team to support over 100,000
existing NASA web pages and to design and create new web pages based on the
needs of the individual NASA Directorates.
All management of development effort was transitioned to the Prime
Contractor in 1999. Participated in the
FDC MURDOC Proposal effort. Was a
member of the FDC Leadership Circle in 1999.
Johnson Control World Services, Inc. – January 1995 to September 1998
Manager,
Information Services: Directed
and coordinated the development and production activities of the Information
Services department. Consulted with
management to determine information service requirements of each division and
discussed system capacity and equipment acquisitions. Reviewed project feasibility studies, established work standards,
and assigned and delegated work to supervisors. Reviewed reports of computer and peripheral equipment production,
malfunctions, and maintenance to ascertain costs and plan department operating
budget. Dedicated IS staff to exceeding
customer expectations. Served as Leader
of the Leadership Category team for performance evaluation and establishment of
processes and procedures for alignment with the Florida Sterling Award
criteria. Assisted in the preparation
of proposals. Oversaw the integration
and development of software specific to the LO&SC contract and government
reporting. Alternate lead on IT/IM team
for J-BOSC contract proposal development.
Supervisor, Systems
/Applications Services: Supervised, planned, and coordinated
performance measurement of all hardware and software systems as they related to
I/O, CPU, memory, disk utilization, and response time. Supervised
systems security and
access, database management, capacity planning, system inter-operability, all
application development projects, maintenance and enhancement of existing applications, application
development personnel training, systems analysis, and requirements definition
for future software development.
Scheduled, monitored, and
assured all activities in System/Application Services were in accordance
with long range IS strategic plans.
Provided improved direction to the System/Application Services staff
resulting in more efficient service to the customer. Managed budget according to targets assigned by Manager, IS. Assured that all operations complied with
applicable Air Force standards.
Supervisor, Systems
Services: Installed and maintained various VAX software, monitored computer security,
monitored and tuned system performance, and managed user accounts for VAX 4600
cluster environment and MicroVAX 3100 cluster environment. Significantly streamlined and improved
system operations. Drastically reduced
after-hours trouble calls and failed processes from over 100 per month to two
or less per month. Effectively balanced
processing load over several computers to improve customer performance and
satisfaction. Initiated significant
cost savings by reviewing and reworking system maintenance agreements with
vendors. Researched and proposed new
hardware and software as dictated by need. Requisitioned software/hardware
support and maintenance agreements.
Supervised systems staff including database administrator/system
specialist and computer security officer. Prepared and conducted annual

VAX System Manager: On VAX 8350 and VAX 4000 Model 300, managed
user accounts, installed and upgraded Digital and third-party software,
reviewed and requisitioned software support and maintenance contracts,
requisitioned VAX hardware, performed monthly and standalone backups, monitored
system performance, and reviewed new hardware and software products.
Senior Programmer/Analyst:
Worked closely with Navy personnel at AUTEC, on Andros Island, Bahamas and in
West Palm Beach, Florida to develop and enhance many key software systems in
support of government accounting systems.
Designed and coded the following MIS systems: Contract Pricing, Manpower
Information, Open Purchase Order Obligation, Property Control, Supply Inventory
Control, Equipment Calibration Recall Scheduling, and Preventative
Maintenance. Performed major redesign and
maintenance modifications for United States payroll spanning several states and
overseas operations, Bahamian Indigenous Payroll, Accounts Payable, General
Ledger, and Government Requisitioning system.
Team Lead in two major computer system conversion projects which
resulted in increased efficiencies for both the Navy and the contractor. Contributed to increased award fee through
significant cost saving implementations and was frequently commended by Navy
personnel in the monthly evaluation reports.
Designed and maintained operational procedures required to process over
270 programs in a menu-driven system--involved designing menus, developing
system flow logic and file retention, and writing associated command procedures
in DCL.
